Funding for Continuous Personal Development

Subject to eligibility and applicable rules, all Royal Engineers personnel may be able to receive funding for personal development training etc through the MoD’s Standard Learning Credit (SLC), Enhance Learning Credit (ELC) and Individual Resettlement Training Costs (IRTC) Grant Schemes. Details of these schemes can be found at

Standard Learning Credit (SLC) Scheme:  DIN 2008DIN07-103 (The SLC Scheme – Sponsorship of Service Personnel for Personal Development)

Enhanced Learning Credit (ELC) Scheme:  DIN 2008DIN07-104 (The ELC Scheme – Sponsorship of Service Personnel for Personal Development)

Individual Resettlement Training Costs (IRTC) Grant Scheme:  JSP 534 (The Tri-Service Resettlement Manual)

Depending on current policy and rules, some of these Schemes may be used in combination.

In addition to the above sources of possible funding, eligible Royal Engineers personnel with at least two years of service remaining may be able to access grants for personel development from the RE CPD Bursary Scheme, details of which are here. However, this Scheme requires that applicants exploit other sources of funding such as the SLC, ELC and/or IRTC Grant Schemes as far as possible before seeking a RE CPD Bursary and that they declare the extent of such help secured.

One other possible source of funding for personal development open to all eligible UK residents is the government’s Career Development Loan (CDL) Scheme. The CDL Scheme can help eligible individuals to pay for up to 80% of the course fees as well as helping with the cost of books etc. Recipients do not have to repay the loan until they finish studying and may be able to borrow between £300 and £8000. However, like the other Schemes mentioned above, the CDL Scheme is subject to a number of restrictions which may affect the eligibility of potential service applicants.

Essentially, to qualify applicants must be:
